those of you who live in southern california are used to a phenomenon called the santa ana winds. when you take into account dry conditions, we're in the part of the year when those winds start to change directions, we do have the opportunity for significant fire events throughout the california area. so, with that, what i'd like to do is kind of focus our discussion on 3 major areas.. command and control, relationships and resources. with that, let me start off with the first question, we got a lot of discussion yesterday about command and control. i just wanted to give an opportunity for our panelists to talk about when a fire occurs within california and what is the system that you respond on in california and who is in charge of that fire and what happens when those fires grow into multiple fires as we've seen in 2003 and 2007 and how do you manage multiple fires and get the resources to the right place and organize that not only at the fire but the operations centers that support that? so if i could look down my panelists and maybe, ray, if you want to take a shot at that. >>

we do some sort of civil support emergency response system every three days in california. we support the governor, mainly law enforcement and the fire services here in the state. we tend to do more emergency missions every year than any of the 53 states and territories combined. so, we have quite a bit of experience. with that experience has come a wealth of relationship building that's key to success and any disaster response is being able to work with the inter agency. we're in a unique position because in addition to my federal responsibilities for commanding both the army and the air national guard, i also serve as a member of the governor's cabinet and with that i work on a daily basis with all of the other state level assets and resources, cal ema, cal fire, the highway patrol, health and human services and all the other state entities that would respond to support local authorities. we have a full-time liaison officer embedded in cal ema that works there 7 days a week, 5 days a week to continue to develop and build that relationship. we exercise regularly at all lev

it was the first mega fire that california really experienced. and we thought, well, it will be, that's a career fire, that will be it. then 2007 came around. in 2007 we had another fire siege, same weather scenario, but we didn't have one cedar fire, we had five of them just in my county alone so we were inundated by a large scale disaster in 2007. as an example of our agreement and the efficiency of that agreement is we had orders to (inaudible) at 0000 that day. that's a 4 hour activation time and that shows the dedication and effort to leaning forward to the mission with these agreements that we can have a 4-hour activation. i've been in this business a while and i'll say that's unprecedented with any civilian emergency services agency going to a dod asset and having it engage in 4 hours. >> commander, anything you want to share? >> more recently in 2012, two squadrons provided 3 aircraft and the notification process was approximately 2 to 3 hours. we have expanded the capability in the navy, as i said earlier, and that allows for that rapid

that we have, we have represented from asian american architects and hispanic chamber of commerce, california small business association, etc., etc., several woman's groups as well. most of the feedback had to do with out reach, we are to really get word out about contract opportunities that these small businesses are looking at. and places like bidsink making sure that our website is easy to navigate and that we are sending out notices which we do. they also had some feedback on matching up the goal setting process that you go through, a process of matching the industrial classification codes and looking at the dbes available in those areas and they have suggestions on which codes to use that would capture the smaller businesses than just the big urses and etc.. >> i appreciate that. what the out reach has done. >> thank you. >> is there any other discussion or questions? >> seeing none, any public comment on this item? >> none that i am aware of. >> do we have a motion for this item? >> so moved. >> we have a motion and a second? >> second. >> and roll call. >> thank you, with that director

here in california, the grass isn't so good right now. we don't really want to buy grass fed beef or lamb. it doesn't apply to pigs. pigs need more than grass. he was the u.s. dinner if he's only eating grass. no pigs are fed just grass. anyhow. depending on the part of the country this season would be different. if you live in georgia where you have green grass this time of year, you are going to have great beef. if you live in north dakota where it snows, you probably don't want to eat grass fed beef in the wintertime. >> speaking of pigs, you brought ham. we are coming up on thanksgiving. you said this is a good alternative to thanksgiving. >> welcome it something else up on the table. it's a national feast. we always overheat. why not have something really good? i love turkey two. this is a ham that i make for the fellas in iowa that raise the pigs. they celebrate. it's been around for a couple hundred years because it produces fabulous bacon and ham which was the real reason before refrigeration. >> showed him the cut. >> so this is
